In 2004, the South Carolina Legislature declared ". one percent of the general fund portion of admissions tax collected by the State of South Carolina must be funded to the department for the exclusive use of the South Carolina Film Commission for the promotion of collaborative production and educational efforts between institutions of higher learning in South Carolina and motion picture related entities. The department, in conjunction with the South Carolina Film Commission, shall adopt rules and promulgate regulations necessary to administer this section .. "

This language established the South Carolina Film Production Fund for projects developed by professionals in the motion picture and related industries and institutions of higher learning in South Carolina that have film, multi media or media arts programs.

With this fund, the South Carolina Film Commission (SCFC) will partner with South Carolina's indigenous film industry to encourage the development of collaborative projects between film and multimedia professionals and institutions of higher learning. The goal of these projects is to provide in-state film students and professionals additional skills and practical experience that will better prepare them to find employment in the film business.

The collaboration among motion picture related entities and State institutions of higher learning will aid in the economic development of South Carolina by:

  • Training S.C. students and elevating the skills of South Carolinians who will become part of a renewed crew base that possess skills which assist in the development and production of feature films, television and commercial production to South Carolina.
  • Training S.C. students and media personnel to produce indigenous projects from script to screen that are capable of competing in international film festivals and promote the abilities of our institutes of higher education and their graduates.
  • Promote collaboration and create synergy among independent producers and schools, business and government.
  • Encourage private investment in South Carolina production facilities by helping raise public awareness of the legislative incentives.

The industry benefits by having a ready-to-work crew; graduates benefit by being better prepared to gain employment and the state of South Carolina and its people benefit from the income and the prominence generated by a successful in-state entertainment industry.
